Goban Tovah (ゴーバン・トバ) is the leader of the band of thieves in Esteria and a descendant of Priest Tovah, one of the Six Priests of Ys. Despite being a thief, he is an honorable man and his gang only steals from "those who make their money by the blood and sweat of honest workers". He and his men have built the Thieves' Den at the end of the mountain path near Zepik Village, thereby blocking the entrance of Darm Tower.

Goban and his thieves are suspected by many to be the culprits behind the thefts of any items made of silver, including the Silver Bell. As such, Mayor Robels tasks Adol Christin with retrieving the lost Silver Bell from Goban. Goban denies these allegations, saying that he knows how important the Silver Bell is to the people of Zepik Village and that their own silver had been stolen too.
Once Adol is ready to enter Darm Tower, Goban tells him that the tower has been filled with demons since the Stormwall appeared. Goban and his men tried to bring the situation under control but where overwhelmed and had to retreat. He also mentions that his right-hand man, Dogi, is still inside Darm Tower. Goban then lets Adol enter the tower, giving him time until the next sunrise to return, since the door only opens from the outside.
