Leo (レオ将軍) is the general in charge of the Romun troops stationed in Celceta. He dislikes those who stand out more than him and always appears with the two soldiers under his command, Sancho and Panza. Through the story, he comes to regard Adol as his rival.
Once held in high esteem as Roaring Leo, General Leo got demoted and sent to Celceta. While he is passionate about his job to bring order to Celceta, he more than often ends up making complete fool out of himself and soldiers under his command wherever he goes. This has made him a laughing stock across Casnan village. Nonetheless, he never gives up and seeks to do whatever he can to help the people of Celceta.
- He is originally from Hudson's Ys IV: Dawn of Ys. However, in that game, he is more of a traditional ambitious villain, who goes as far as stealing Adol's equipment and locking him up and has no regard for others' lives. He ultimately gets killed by accidentally setting off one of the traps in the dungeon.
- His demotion to Celceta is caused by his taking the blame for one of his subordinates' grievous mistakes. This can be discovered by talking to the Romun soldier in front of the governor-general building at one point in the game.
